The distributor is set to 0 deg with a scan tool. It can not be done with a timing light.
The ignition timing is non-adjustable. It is strickly electronic, and you cannot change it. The valve timing is controlled by the timing belt. If it has jumped time, you have to remove the timing cover to access the belt, replace it, and set it to the correct specifications.
The timing should be set to Top Dead Center (TDC), but you must disconnect the electronic spark advance feature. Unfortunately, I don't know how to disconnect the spark advance. The timing chain is all that can be set. There is no way to set the timing as the distributor is not adjustable.
To set the timing on a 1991 Chevy Caprice, first ensure the engine is at operating temperature. Next, locate the timing mark on the harmonic balancer and the timing tab on the engine. Use a timing light to check the current timing by connecting it to the number one spark plug wire. Adjust the timing by loosening the distributor hold-down bolt and rotating the distributor until the timing light indicates the correct specification, usually around 8 degrees BTDC for most models, then re-tighten the distributor bolt.
Check your timing and if it is a carb, check to make sure the air fuel mixture is set properly.
