To remove the steering wheel from a 1994 Ford Taurus, first disconnect the battery to avoid airbag deployment. Then, remove the steering column cover by unscrewing the screws. Next, locate the retaining nut on the steering wheel and use a socket wrench to loosen and remove it. Finally, use a steering wheel puller to gently detach the steering wheel from the column if it doesn't come off easily.
To take the steering wheel off to get to the horn a person needs a steering wheel puller. It will remove the steering wheel by applying pressure to the middle and pulling up on the rest.
Most likely warped rotors.

I have a Ford Taurus 92, and my cruise control is right on the steering wheel. There is an "on and off" switch on the wheel, and you click the on, and a cruise control button should be under those. (be sure to click "on" before you click the c.c.)
