This is very hard, you will need a repair book. the plastic parts are press tabs and will probably break off when you try to remove them.
You would need to take this to the dealer. I had to have mine done. They have to program the new cluster panel for your vehicle. (they are pro rating the price up to 70,000 miles its a 180$ part about 600$ repair)

That means that the the voltage regulator on your speedo cluster is busted. You can replace the whole cluster quite easily. Pretty much unscrew and unplug the cluster and install a new (or good used one.) Why not take this opportunity to install one with a rev counter. The 1600 cluster with the rev counter works on the 1300.

That would be what they call the cluster. You need to call your local GM dealer with your vin #. It may be one of the units recalled. Mine was.
