No it is not. They changed the wiring in 2007, it is no longer "plug and play".
The easiest way is to pick up a harness extension. I bought mine from the dealer I got the brake controler from. Dealer may have also. Watch out if yours is an 03 as they changed the wiring mid year and you may have to switch a couple of wires. The Avalanche forum has more on this.
If you want trailer brakes you need a brake controller.
There is a connection issue between the trailer brake controller and the trailer.
ckt # 47, DK BLU trailer brake controlled switched output. ckt#142 RED fused trailerbrake battery feed ckt #1620. LT BLU vehicle stop lamp switch to brake controller input ckt #1850 BLK brake controller ground ckt #2409, BRN brake controller illumination. In reference to the female plug: A is LT Blu B is Red C is DK BLU D is BRN E is left blank F is BLK 100% correct!
By following the instructions that came in the box of the new trailer brake controller.
Not all 1500's where built with it. If it is there it will be above the parking brake.

If the 2004 GMC Envoy came with a tow package, then there should be a trailer brake controller harness. It would be located up under the dash near the brake pedal.
It isn't there, Dodge didn't wire the Dakota with one. You will have to wire the brake controller your self.
The brake controller has to be hooked up to a power source. The controller also has to be hooked to the brake switch or tail lights, then to the plug for the trailer.
