No, but if the 96 has the 5.7 Vortec engine then it will have different heads which give it more power. ETA Question: Can I put the '96 vortec heads and intake on the '93 engine? You will need a vortec specific manifold. Edelbrock makes one

The fuse block in in the engine compartment under a cover, the fuse panel is located in a panel you access when you open the passenger side door.

YES. Those 2 engines are the same. NO difference. It is a direct bolt in.
On the sides of the block, about center, just above the pan rail, there are plugs. One per side. 9/16ths size head. Pull these out, and the block will drain.
It is located at the back of the engine. Look from the left side of the vehicle down into the space between the passenger compartment and the engine block. Towards the top of the engine block is a small hose, labeled PCV. It's a pain to remove.
