I thought it was on the drivers' side in the trunk in the panel where the air suspension off and on switch is but below the switch.
On a 1998 Lincoln Navigator I believe it is in the front passenger footwell ( it might be behind an access panel )

yes, it is inside the tank. The nice thing is, you can access it (at least in the '92-'95 models) by removing the back seat. There's an access panel for the pump, wiring and fuel level sender right there. No draining the tank, no messy gas spills.
I was looking at the 1998 Lincoln Town Car Owner Guide and there is an auxilary power outlet located on the instrument panel ( unfortunately it doesn't have a drawing showing exactly where on the instrument panel )
