There may be a very simple solution to this problem. I had the same problem with my 2002 Jeep Wrangler after leaving the headlights on most of the day and running the battery down. When I tried to start the engine, it would not start because of the low battery. I charged the battery for a few minutes and was able to start the engine. However, the engine would idle very slow and would stall out at every stop light or stop sign.
The solution:
Disconnect the battery for several minutes. Reconnect the battery. Start the engine. It may die on the first attempt to start. This is normal. Turn the ignition switch off for a few seconds and then start the engine again. The ECM should adjust the idle speed at arround 600 RPM.
Why this works:
The engine control module performance data gets corrupted by the low battery voltage. Disconnecting and reconnecting the battery forces the ECM to recalibrate the performance data when the engine is again started. The ECM may run in an open loop mode for a few miles before sufficient data can be collected to allow closed loop mode to function.
Check the throttle position sensor (TPS)
Look for a vacuum leak, listen for a sucking sound in the engine compartment, or any loose or cracked hose.
There is a vacuum leak in the engine. When there is not enough pressure in the air system the car will not idle correctly. This can cause a slow idle, erratic idle, or even a surging idle. Check the vacuum lines and intake for any leaks.

EGR Valve is dirty, or stuck open. Replace or better yet change.
A vacuum leak or a dirty or defective Idle Air Control Valve will cause an unstable idle. jd
