i have the same problem i think it has to do with a short between the fuse box and the before the plug because i pulled the plug that connects to the switch and the running lights stay on but the head lights turn off your best bet is to follow the wires from the box to the plug and make sure they aren't burnt or connecting to any other wire

Day time running lights?

They are day time running lights. You can turn them of by pulling out the day time running light fuse. Saab manual will help you locate the fuse.
Check the daytime running lights module. This has failed with other manufactures resulting in lights that stay on, or are very dim while the vehicle is running.

You need to replace the DRL (Daytime running light) Module
If the brake lights stay on when the car is not running on most vehicles, including the 1994 Dodge Intrepid, there is probably a short somewhere in the wiring to the brake lights. The first place to investigate this problem would be the wires along the firewall that control the brake lights. Also, check the brake light switch above the brake pedal.
Perplexing Question. Daytime running lights stay one whenever the vehicle is running. There is no way to turn them off short of taking the fuse out or turning the car off. Indicators~ need more info.

This happened to my 96 ESi when I had a major oil leak from the oil pressure sensor. If your oil is too low, the car will cut out to save itself.
