hmm long list of where to start on brake problems. but there is a pump on the chassis rail level with driver door.these often need upgrading to a newer one. now to shift out of park. with key turned on,but without starting engine, apply brake then shift into neutral. next replace blown fuse if still blown next start engine, u should be able to shift to any gear from neutral.sometimes doing this will reset the computer and stop the fuse blowing,but this will at least allow you to move vehicle if after starting this way you put vehicle in park and it wont come out of park again, just repeat the process of starting in neutral. i actually had this problem one time and had to wait for someone smarter than me to come fix it. i waited about 11/2 hours. tech arrived did what i just explained and was gone in 15 seconds,lol.havent had problem since
The part of the car that turns on the brake lights when you apply pressure to the brake pedal is called the brake switch. Releasing pressure from the pedal causes the brake switch to break its electrical contact, turning off the lights.
The brakelight switch, wiring, bulb holder(s) or bulb is shorting out.

If the brake light fuse is good then it can be the brake light switch. Some are mechanical switches and some are pressure switches. If it is a pressure switch, the switch will be on or near the master cylinder, and you will see a wire going to that switch. If it is mechanical, the switch will be located somewhere on the brake pedal swing arm. it may just need adjustment or it may be bad and need replacing.

Are you blowing fuses or are the bulbs blowing? Blowing fuses would be a sign of any wires or metal contacts in your brake circuit grounding out or shorting on themselves. You'll have to check all of the wiring in your brake light/switch circuit to be sure.

unplug the neon light and see if that stops it
the brake lights are on a separate cuircut,if your brake lights are staying then it will be a fault with the brake light switch. the switch is located under dash,and will be on or very close to brake pedal.
Are you sure it's a short in the wiring and not a brake pressure switch that needs adjusting.
