Large drive pulley, small driven pulley = faster rotation but less torque.
Small drive pulley, large driven pulley = slower rotation but more torque.

I am not sure what this engine is on. But, typically the tool or machine that the engine is on is what will determine the belts and pulleys, not the engine.
Could be your belts? Or your pulleys.. Hopefully its one of your belts cuz pulleys are quite pricey

Possibly loose belts slipping on the rotating pulleys. Need tightening which isn't a complicated job but need to be careful not to over tighten which could cause damage to the pulleys and the belts could break if old.
