Will the glass part of it open? if so you can snake down through the panel and manaully engage the door to open and remove the panel and correct the promblem. hop you got a pry bar!
On a 1999 Ford Windstar, the expansion valve is located just inside the rear hatch of the rear panel on the driver's side. It is connected to the rear evaporator core.
I'm having the same problem on my 1999. Going to remove the inside panel and see what i can find. I removed the inside panel on my 1994 and was able to move the bar running up and down. I was also able to move the lock bar and with the help of WD/40 able to open the rear hatch. The spring that resets the handle is not working or is worn-out.
There is no inside "trunk" - rear hatch release button on the Windstar.The only way to open it is at the rear hatch itself.
I have a 1999 Passat and in the boot on the Left Hand Side there is a panel with 2 Twist Locks. Open the Panel and inside should be a 6 C.D. Changer.

remove the inner door panel, you can access the bolts from the inside of the door.
It is screwed to the inside of the under dash fuse panel.

inside the kick panel on the passengers side , it is the panel just to the right of where you put your feet
Inside the left fender well in front of the tire, behind a plastic panel.
Inside Driver's side door, you have to remove the interior panel.
The linkage may have popped off or the lever on the inside handle may be broken. Remove the inside door panel and you will probably see what happened.
