It depends on how old your tires are and how warn they are. The front tires will wear out first, so if they replace your tires regularly then you can get away with only replacing the front two. If you rotate your tires when you change your oil or don't replace your tires often enough then you will probably want to replace all four at the same time.
Rear brakes do not have to be replaced too often. It's really hard to tell without looking at it. What you can do is to replace front brakes and test drive it, if you feel that your car brakes works just fine you do not need to replace rear brake shoes.

take the wheels off, unbolt the brake calipers and the pull them off and now you can just pull the rotors off.
Never install just one pad or set of pads on one wheel. Always replace the pads on the front or rear in pairs. In other words both front or both back wheels. To replace pads on the front or rear takes an expert around 1 hour.
I can just about promise that it's intended to have drive on both wheels.
Hubs need turning on? Or maybe a fuse? If it is an automatic 4wd system (i.e. does not have manual hubs), you may need to replace the hubs. To diagnose this, jack up the front of the truck and place jack stands under both front axels so that the wheels are just off the ground. Then jack up the back of the truck so that all 4 wheels are suspended off the ground. Start the truck and put it into (forward) gear. the rear tires should be spinning. engage the 4wd system. Look underneath the truck. If the front drive shaft is spinning, but the front wheels are not turning, then you need to replace the hubs. I am told this is a pretty common problem with these trucks.
drivers side under the front bumper, if you turn your front wheels all the way to the left, you can access it perfectly. i just had to replace mine a few weeks ago.
The 1998 CR80 (GBF) wheels are 16" rear and 17" front, and were not designed for a CRF150R, but it has a 16" rear and 19" front. The rear wheel is likely compatible, just not the front wheel.
It does not have shocks on the front it has struts which should only be replace by a professional. The rear shocks are easily replaced. Just unbolt them and install the new ones.
