Your ABS pressure switch is bad. Is your ABS light on? To find out for sure turn the key to the area where the dash lights come on then back one click, put the transmission in neutral and see if it starts. Then put it into gear. I had the same problem with my 97 Ford F250 gas engine. The ABS pressure switch went bad and it would not allow me to take it out of park when I started the engine. I disconnected my switch and started it in neutral until I could get another switch for mine. The ABS pressure switch on mine is located by the brake fluid reservoir.

Yes, a blown brake light fuse causes the shift interlock to malfunction. If the interlock can't tell if the brake is depressed or not, it won't shift out of park. The brake light fuse is a 15A in the engine bay fuse box.
Check the brake light fuse.
APPLY BRAKES AND SEE IF BRAKE LIGHTS COME ON. IF NO BRAKE LIGHTS, REPLACE THE BRAKE LIGHT SWITCH LOCATED ON THE BRAKE PEDAL ARM AND THIS SHOULD ALLOW YOU TO SHIFT OUT OF PARK. IF THAT BRAKE LIGHT SWITCH IS BROKE, YOU WON'T BE ABLE TO GET IT OUT OF PARK

THE BRAKE LIGHT SWITCH IS NOT PUTTING OUT BATTERY WHENEVER THE BRAKE PEDAL IS PUSHED DOWN. CHECK TO SEE IF BRAKE LIGHTS COME ON WHEN BRAKE PEDAL IS PUSHED DOWN. IF BRAKE LIGHTS COME ON, THEN YOU SHOULD BE ABLE TO SHIFT IT OUT OF PARK. IF NO BRAKE LIGHTS, THEN IT WON'T SHIFT OUT OF PARK. IF THIS IS THE CASE, THEN REPLACE BRAKE LIGHT SWITCH.
It's your brake shift interlock. It is a safety device so you can't put the car in gear until you push your brake, it sometimes makes the brake light go out also.
Check for a blown brake light fuse. Check for a broken or out of adjustment brake light switch.
