First check fuse in panel at left side of dash. If fuse is OK continue as below. Carefully remove cover for instrument panel and radio (it pulls out gently with several clips so be careful). Remove switch for release button and check to see if power is being received at switch. Next would be to check solenoid in tailgate to see if it is defective. Problem should be solved at this point

If you have the same problem as I do in my 2001 Highlander, then press the button to release the belt, the button will stay in the pressed position. Then insert the belt clip. It shold fsten. I am not sure why this happened, but the remedy seems to work.

There is a button in the glove compartment that disables the remote releases for the trunk. I would check there first.
If the button is not working, might be a vacuum line problem. Vacuum lines engage the 4x4, might need to check the lines to the 4x4 transfer case.
