It sounds like your ignition timing timing is too far advanced. It will need resetting.
Bad relay
The blower motor relay switch in the Honda Civic is located at the center of the engine closest to the firewall. The relay is engaged when the ignition is turned to the on position.

I would think that the bearings are going out in your blower motor. This motor runs any time the switch is on and as the bearing warms up the noise may go away but it will gradually get worse. It's a sign that the blower motor is going to give up. It could sound like that for a whole year before it does completely.
