An open ground or a short to ground when the signal is on. Usually a bad bulb.
It sounds as if the fuel filter is clogged and not getting enough fuel to the injectors.
The fog lights on a Chevy Malibu can be reached from under the car. Pull off the old lights and toss out the bulb. Replace with a new bulb and reinsert the light in the fog housing.
When daytime running lights do not work, it means the bulbs may have burned out. It could also mean the fuses have failed or there is a short in the wiring.

under the hood in the fuse box
I have a 2000 Malibu and the fog light button is to the left of the steering wheel close to the cupholder.
