If the turn signal on one side ceases to function, yet the other side continues you have a failed bulb. The flashers require a certain amount of electrical load. The 4-ways have plenty of load, even with one bulb out, because even 3 bulbs have sufficient load. But the turn signal has only 2 (usually) bulbs, one front, and one rear. To find the burned out bulb, engage the 4-way warning lamps, and walk around the vehicle, and inspect for one that doesn't light up. When you find one, replace it. Your turn signals should now work fine.
If your turn signal flashers stopped working, play with the emergency flasher button on top of the steering column. Our 97 Sable turn signals quit once and luckily I pushed the emergency flasher button in and out many times and the signals have worked ever since. But the emergency flashers don't work, but I can live with that.
If your referring to the emergency flashers.... it'snactually in the turn signal switch. i have a 94 mercury cougar xr7 and when i bought it the emergency flashers did not work. i in the end i had to replace the entire turn signal switch in the steering column.

The turn signals on a 91 caprice do not work, the emergency flashers do.
There are two relays, one for the emergency flashers, and one for the turn signals. Your turn signal flasher is defective and needs replacing.
On a 1999 VW Jetta, the emergency and turn signal flashers are located on the dashboard, typically to the left of the steering wheel, near the headlight switch. The flasher switch is marked with a red triangle symbol for the emergency flashers. To activate the turn signals, use the stalk located on the left side of the steering column.

The Fiero has two flashers from the factory, the signal light flasher and the emergency or four way flasher. These are identical GM style two prong flashers. There are many quality levels and even a few novelty flashers available.

Not sure what vehicle you have but with most vehicles the signals and emergency flashers are separate circuits. Each have there own fuse and flasher. Check fuses, bulbs and flashers. If all checks okay it may be the signal switch at fault.
Some cars have two flashers, one for the signals and the other for the emergency flashers. Be sure you replaced the right one. Also check the fuse the bulbs and lastly the signal switch.
