Take off the upper intake, the regulator is on the backside of the fuel injector unit spider.

Found the problem to be that one of the fuel injector positive leads in the TBI was pinched by the metal cover under the air cleaner when it was tighten down. This caused a direct short to ground.
No. That would be TBI (Throttle Body Injection).

The fuel pressure regulator in that 96 GMC 4.3 TBI is located in the throttle body.
I had to replace the injector itself the other day as it was not allowing the fuel to go into the TBI unit. I used the injector test light on the harness and it show the computer as being good.
no the engine would still run fine if it spits and sputters sounds like timing mine did the same thing when i changed intake manifold gaskets
