Granted that your car is still in operating condition, one of two things has gone wrong: 1)your car is being stolen, or 2)the key reader in your ignition has gone bad. if it's you sitting in the car, I'm going to assume the later. Now, you have a few options in how to deal with this. You can go to the dealer and get it fixed for about $800 or so, which is not really worth it if your 98 Malibu looks anything like mine. You can keep reseting the system every time it activates (do this by turning off all electrical devices installed in the vehicle and roll up the windows, then turn the key into the "on" position for approx. 10 minutes, doing this will restart the theft system and the light will go off, however, mine got to the point where about, every 5th time I started the car the theft system would activate). The final option is probably the best, permanently disable the system yourself. If you take your car to any shop, they'll probabley tell you that it can't be done which is bull, but as long as you know how to use a screwdriver and wire cutters you can get it done yourself for free. All you have to do is pull out your ignition and find the bundle of wires that consists of 3 thin wires, 1 black, 1 white and 1 gray. Isolate and cut the black wire. Tape it off. put your ignition back in place. Done. You now never have to worry about that thing locking up your ignition ever again. The light will forever remain on though, at least as long as the car is on.

There is no reason you cannot load an operating system on a flash drive. However, getting the computer to recognize the flash drive and boot from it could be an issue.
