Neutral safety switch defective or out of adjustment.
It keeps the car from starting in gear. The starter will only engage in park or neutral.
If the car will start in neutral but not in park then you may have a bad transmission safety switch. That switch confirms that the car is in neutral or park before it allows the 'start' signal from the key switch to reach the solenoid.
On top of lower portion of steering column.

My brothers 2003 Monte Carlo had this problem, was a plugged catalytic converter.
It should be located on the top of the transmission.
Assuming this car has an automatic transmission, the neutral safety switch is located on the transmission where the shift linkage attaches.

I am have the same problem with my 06 Monte Carlo LT. Took to the dealer. Its a head gasket leak.
Because Monte Carlo is a Biscuit and it would be rather stale if its from 1994... fool!!!
