It is a code for the radio or cassette player, meaning something is malfunctioning. I do not think it is locked. I think it may be fried.
My tape player got stuck saying there is a tape in it, when it was empty, and it shows the E-13 code. I can not fix it. Also, the CD player works for one or two songs, and then goes to ERR, but the radio works.
I was told to buy a new radio cassette CD combo player. NOT!
This all occurred after changing the battery. Coincidence? Not sure.

Remove the decorative cover to your 1997 VW tape player. Remove the tape player retaining screws. Remove the wiring harness from the back of the tape player.
Disable the tape player by not inserting a tape into the player.

If the cassette player does not play the tape, insert a different tape to see if that is the problem. If another tape does not play, use a can of air to clean the tape player.
There are four holes on each of the four corner of the tape player. You need special tools. They are two bended wires that you insert and unlocks the tape player/cd player. You can make your own with a wire hanger. Just bent two pieces of the wire making a big U shape and dig in. Good luck : )

You need to take out the plastic panel which goes around the tape player. Behind the panel you will find mounting screws which you have to remove. After that you will be able to pull the player out together with the holder. The player is connected to the harness. Make sure that you have a right kind of harness on the CD player. If you don't you will have to modify in order to connect in a right way. Remove the tape player from the harness install the CD player. Connect all wires. Assembly is opposite to disassembly.
