Generally, that fuse is located under the hood on the drivers side in front of the firewall. Some guys call it the "ice cube tray", it houses the relays and other fuses. Open the cover and look at the diagram, there should be 3 or 4 fuses labeled "trlr" with LT(left turn) RT and MKR(marker lights or running lights) typically a 30 amp maxi fuse, its a big green thing.
It is for the trailer running lights.
, If you are referring to installing a connector that you can use for a trailer hookup there should be a connector already installed a taped up under the van, near the left rear wheelhouse. There should be about 6 wires that are also taped up and are "blunt cut", coming from that connector. You will need a schematic of wiring diagram and a trailer connector (with wires) to know how to splice the wires in. Take Care, Greg
Chances are very good that you have a bad ground wire on your trailer or on the connector. Check the connector for rust or rot, clean the pins and use some grease to prevent future problems. If the problem isn't at the connector, you may have a bad ground on the trailer which could be anything from an ungrounded light socket to a bad ground wire. Hope this helps

I assume you have checked/replaced the bulbs. Take a cicuit tester and check the wire harness connections under the bumper and around the trailer connector if you have one. The problem must be at that area IF all your other lights are working as you said.
