Make sure the engine is full of coolant. Then see if it isn't a stuck thermostat, stuck open will over cool. Then will have to check the temperature control head, it may be bad.
car off, close doors, start car w/EATC off, hold both offand floor buttons simultaneously, release both buttons and press automatic button w/in 2 secs. self test will begin, takes about 2 mins. If all lights come on, unit is probably good. If a code appears, need to check if unit is bad. If unit is good, it's probably a vacuum problem. Not an expert, just have a similar problem. I'm looking for a vacuum diagram to trouble shoot leak in system for 2006 Grand Marquis.
It is most likely the EATC module that controls the temperature in the vehicle. About $500 at dealer. I advise you to try and fix this problem your self. I had the same problem and ended up fixing it within 30 minutes and less then $2.00. This may or may not work for you and it will not hurt to change the parts either way. It seems that the O rings found in the control unit dry out or even crack over time. This is what needs to be replaced to eliminate the vacuum leak.
