flip seat back forward, then grab release handle on the back of the bottom part of the seat and pull seat forward.

There are bolts on the floor at the front and back of the back seat holding it to the body.
On the tj model (97-03) open the back hatch of the jeep and on the bottom of the seat near the floor on the right side there is a latch that sticks out, pull up and the seat tumbles forward. On the tj model 04-06 there is a handle on the top part of the seat that releases the seat and allows it to tumble forward.
on the 89 jeep grand wagoneer there is a lever on the pasanger side between the seat back and the wheel well. The lever is a flat piece of metal that you pull forward to release the lock. the back will fold down and the whole seat tips forward. I hope this helps
