To replace the ignition module on a 1999 GMC Suburban, first disconnect the negative battery cable to ensure safety. Remove the distributor cap and rotor to access the ignition module, which is typically mounted on the side of the distributor. Disconnect the electrical connectors and unbolt the module from the distributor. Finally, install the new module, reassemble the distributor, and reconnect the battery.
To replace the distributor rotor on a Ford Festiva, first ensure the engine is off and disconnect the battery. Remove the distributor cap by unscrewing the clips or screws, then carefully lift it off to expose the rotor. Take note of the rotor's orientation, unscrew it from the distributor shaft, and replace it with the new rotor in the same position. Finally, reattach the distributor cap, ensuring it is secure, and reconnect the battery.

I'm not sure I understand your question. The ignition module is suspect in this case and yes, it's under the distributor cap. You may also want to replace the distributor cap and rotor while your at it, they're cheap parts and hair-line cracks in a distributor cap can be hard to detect. If all of these fail I'd look at replacing the coil and coil wire to the distributor.
