CV joints make loud clicking noises when the steering wheel is turned while vehicle is moving (usually when accelerating). If you put off replacing them for too long, the bearings will fall out and you will have to pay a tow truck to tow the vehicle. The bearings are marble sized and fit inside the boot - generally when a CV joint goes out, it's because of the bearings.
Yes it does if the car is moving. Because the CV joint is part of the axil if the car is moving the bad CV joint will be moving too. or No it will not make noise if the car is in neutral and the car is not moving.

A cracked boot itself won't cause a CV joint to make noise. However, a cracked boot WILL cause the grease to be slung out and allow dirt to enter the CV joint. And a contaminated CV joint that is starved for lubricant WILL eventually start to make noise.

Most likely it is a bad CV joint, they will make a clicking sound when they are worn out.
I think you mean axle shaft joint. The usual symptom of a bad axle shaft joint is a crunching noise when turning corners.
