There are 2 flasher units under the dash. 1 for the turn signals and 1 for the hazard lights. They are round and you need to pull them straight out, then replace them. What I do is I figure out which one works the signals and I replace that one with a heavy duty one, the other can be a regular one. If the lights don't come on but the signals are working it can sometimes be the bulbs, other times it's a short like the other person said.
If the turn signal relay & hazard (emergency) relay are side by side, turn on the emergency blinkers. You will hear & feel (if you touch the relay) the emergency relay clicking. Turn signal relay is the other one.

Sounds like there is a problem with the turn signal switch but it could be another problem. First you need to see if the hazard light's work normally when turn signal is not on, if it does the the turn signal switch is the problem. If your hazard lights do not function when you turn the hazard light switch on, then it's a simple fuse or flasher canister that has gone bad and your hazard flasher is in the on position. If the Hazard light's have a bad fuse or flasher canister and is in the "ON" position it can cause the problem you describe.
Possibility you may have a bad hazard flasher unit or turn signal switch. The cheapest route is to try to replace the hazard flasher unit as your first solution to the problem. Hazard flasher units should only cost you under $10 .
Turn on the hazard switch (emergency blinkers). You should hear it under the dashboard on the drivers side. The emergency blinker and turn signal are each controlled by a different relay but the relays look alike. Once you've located the emergency blinker relay, the turn signal relay is nearby.
did you check your fuses
According to my local chevy dealer, it is the emergency flasher relay button and flasher assembly all combined. $75.24.
The reason is because you have two flashers. One works with the hazard light circuit and the other works with the turning sigal circuit. Replace the flasher and if that does not work you should check for a steering column problem or a switch problem. Good Luck
