To replace the steering column in a 1997 Grand Marquis, first disconnect the battery to ensure safety. Remove the steering wheel by taking off the center nut and using a steering wheel puller if necessary. Next, detach the column covers and disconnect any wiring, then unbolt the column from the dash and remove it from the vehicle. Install the new column by reversing the removal steps, ensuring all connections and bolts are secure before reconnecting the battery.
It is mounted on the steering column, it is your turn signal/wiper switch assembly. It mounts in a crescent shape to the bottom of the steering column underneath the "clamshell" trim.
The button for the hazard lights is on top of the steering wheel column , the switch is part of the multi-function switch inside the steering column cover
