AnswerI wouldn't think it would be the timing belt. In fact I thought (although I might be wrong) that most Saturns have steel timing chains.I would suspect the noise is either the Power Steering pump or one of the serpentine belt tensioners.
In fact I had a loud whining in my 2000 Saturn and it was the bearing in the serpentine belt tensioner. We replaced it ourselves, it was not too bad of a job.
AnswerIf the noise sounds like a jet engine turbine, it's probably the alternator getting ready to self-destruct. Check it by running the car and turning accessories (headlights,radio,wipers,etc.)on in sucession. If the noise gets louder with each accessory you add, think alternator. I have a 96 sc2 it wined like it was a power steering pump but it was the idler pulley. To find out if that is the issue is to grab all the pulleys one at a time and see if they are tight or not. Good luck it only cost $20 dollars for the idler puolly and that fixed my problem.

Yes, the bearing in that pulley may be going bad.
ON the 2006 impala that whining noise is actually the electronics when you accelerate. Its more or less electronic pulses/signals My 06 Impala is the same.

Possible its time to change those brake pads out. The whining noise is possibly the metal grinding to your rotor, which would cause your wheel to shake. Consider getting those rotors turned as well.

i had the same problem with my 02 intrepid it was the idler pulley to the ac belt $19 to fix it.
The torque converter might be going. but first check your fluid level.
The whining noise in our 2001 2.2 cavalier turned out to be the a/c compressor. It ended up going out at about 120,000 miles. I would suggest having it serviced. I wish we would have had ours serviced.
The noise is possibly the electric fuel pump that is located inside the fuel tank. The tank is located under the vehicle below the rear seat.
I would say probably not, the reason your battery is weak is I reckon due to a fault with your alternator. It is obviously not producing sufficient power (electricity ) to keep the battery charged. The whining noise is probably caused by worn-out bearings. A replacement or re-conditioned alternator should cure the problem .
