your alternator is going bad
Possible ground issue at the taillights.
Blown fuse and/or damaged wiring loom.
Most likely a fuse.
A bad ground wire will cause dim headlights, or will cause lights not to work.
The dim lights on a 1994 Grand Prix could go out when the headlamp switch is on if there is a short in the wiring for the headlights. There could also be a problem with the bulbs themselves if they were touched during installation. The oils in the fingers can short out new headlights.

Headlights have a thermal circuit breaker. A short to the headlight (positive to ground) will cause the breaker to trip. The breaker cools and the lights come back on till the breaker heats up. Find the short and fix it.

On a 1999 GEO Tracker, a bad fuse can cause the headlights and dash lights to blink. A bad voltage regulator or alternator can also cause lights to blink and flicker.
You should consult the owner's manual, as this appears to be a fuse/electrical issue. You might also consider removing your foot from the brake pedal when driving at night. Happy braking!
I would replace the headlight switch as Ford has had their share of these problems.
If by "dim headlights" you mean low-beams... the bulbs are bad and must be replaced.
