It is right on the shifter if you are looking under the shifter panel on the inside of the car. It is a long black cylinder piece. Look at some pictures of it on ebay.
When i pushed the the brake pedal it kept loudly clicking each time. My radio/clock/interior lighting fuse kept blowing each time every time i put one in. I unplugged the connector going to the shifter and it didnt blow. So i knew the problem was in that wiring. I went to the junkyard and found the soleniod and reaplaced it for about $6. Has been working good since.

figured it out! now i have heat.
replace blower motor resistor. It is under the passenger side foot well.

If the AC blower on a 1999 Ford Contour only operates on high, it's likely due to a faulty blower motor resistor. The blower motor resistor is located on the passenger side under the glove box. Left side. there is a cover on the blower motor. remve the cover, this is the resistor. there is an electrical plug there.
Bad blower motor? Blown blower motor fuse? Bad fan switch? Bad blower resistor pack?
the contour has problems with the blower motor switch and the resistor. I would check the resistor connector for signs of melting.
Bad blower resistor. I just replaced mine.
Control switch on the dash needs to b replaced perhaps?
