Try the ignition control module. Had the same problem with mine $36 part fixed it. The ignition control module is in the distributor and so is the pickup coil, but the ignition coil is by the battery. There is a spark test that can be done. If it was already done and couldn't see a spark, then it could be the ignition coil it self , the ignition wire, or any possible electrical connections.
Answer: The ignition timing on a 1990 Geo Storm is 10 degrees BTDC. This applies to both the SOHC and DOHC 1.6L engines.

Check the Ignition Module and Ignition COil
Fuel pump, ignition module, timing chain jumped....there's many reasons why it won't run. I am suspecting the fuel pump myself.
I had the same issue and replaced the ignition control module and it started up fine. I also replaced the O2 sensor.
Domestic No spark from ignition control module or distributor or import (like Geo or Spectrum) No distributor reference pluses to ECM.
If you have no spark, you would likely have a problem with the magnito (ignition).

Check the ignition circuit in the Storm. Start by checking the crank position sensor, then the coil pack to find the lack of spark.
