Above the Power Steering pump right next to the fire wall. Very hard to find unless you know where to look.
Just look behind the engine. It's closer to the passenger's side. It's way down there so look hard.

in the top of the power steering reservoir on the passenger side of the engine.
Remove cap to power steering reservoir, add fluid, place cap on reservoir when done.

On the 2004 Monte Carlo you may want to check with the dealer but I believe that this car was equipped with electronic steering assist and does not have a belt driven pump
