Hi,
All of the items driven by the belt on this van are on the Passenger Side of the engine. The Power Steering reservoir is the item that is way back toward the back of the engine. To get a good look at it, and the check the level, you will probably have to remove the plastic cover on the passenger side over the engine.
If you would like to try and see it, I have included a link that includes a few pictures of the engine compartment of this van. I believe one of the pictures on the top row shows the location.

To check the fluid level, simply remove the cap and look for the markings on the side of the reservoir.
On the lower left side of the engine. It should have the words power steering clearly written on the container which is orange. The written name on container should be black.
Take it off and then replace it with a new one.
