A speed sensor on a 1998 Mercury Tracer is located on the transmission housing of the vehicle. It is placed on top in a secure location to safely measure the speed the transaxle spins.

The speed sensor is located on the back of the transmission, right before you get to the drive shaft you will see it sticking out.
The Vehicle Speed Sensor on the 1996 Mercury Villager is located on the back of the transmission (as you look at the vehicle from the front) on top of the transmission with a pair of wires leading away from it... best to reach it from under the vehicle.
You might check your vehicle speed sensor. My 1997 Tracer is acting up along the same lines.
