To fix a 1999 Saturn SC2 speedometer, first check the vehicle's speed sensor located on the transmission; a malfunctioning sensor can cause inaccurate readings. If these steps don't solve the issue, consider replacing the speedometer gauge itself or the instrument cluster, as internal failures can also affect performance.
