Mine does not have a block heater. It has a oil heating element on the top of the oil filter housing. It's a '99 F350 7.3l diesel.
You'll be looking at 300 to 310 horsepower.

if you see no plug than it has neither one you have to pop out the frost plug and put in a block heater

Block heaters on S-Series 1.9L engines are an option, not a factory offering. It is an external heater that bolts up to the front of the block next to the exhaust manifold.
