You have power but make sure that you also have a good ground and if so then you will need to check both the blower resister as well as the blower switch..........
Under the cowl where the wipers are. Remove that and two screws to pull resistor out.
The blower motor on a 96 Accord is behind the glovebox. You need to remove the door to the glovebox and the glovebox frame from the dashboard to get to the motor.

On top of the motor. It looks like (and is the analog to) a carburetor. There is likely an air filter on covering it.
Remove the wiring harness from the back of your 1996 Chevrolet blower motor. Remove the blower motor retaining bolts. Remove the fan from the blower motor. Reverse the process to install your new blower motor.
