The ABS Control Module on a 1990 Ford Thunderbird is in the electronics tray in the trunk. It hangs from the rear speaker deck.
In a 1990 Thunderbird SC, the voltage regulator is typically integrated into the alternator. This means that instead of being a separate component, it is built into the alternator assembly itself. To access it, you would need to remove the alternator from the engine bay. Always consult the vehicle's service manual for specific instructions and safety precautions.
Look under the hood, if it has a supercharger you'll see it, SC thunderbirds have badging on the fenders saying it also.

The supercharge is ran by a belt off of the engine. Broken belt or nose snout coupling on the supercharger.
