Start at the fuel tank, and follow the fuel line to the engine. You will find the filter, if it is there.

There is no serviceable fuel line filter on your truck. The only fuel filter is part of the fuel pump assembly in the fuel tank. Like a screen strainer. I had owned a 1998 Dodge Durango with the same setup.

You can't. Dodge Dakotas use an integrated fuel pump/filter/level-sending-unit module located inside the fuel tank. To change the filter, you must replace the entire fuel pump module which requires either removal of the truck boxbed or the fuel tank.
The Starter is located on the passenger side of the engine. It is right next to the oil filter.
