Does it actually engage the brakes, or just the brake lights? There should be no possible way for the steering wheel to actuate the braking system, but a short in the wiring somewhere in the steering column could be causing both rear signal lights or brake lights to come on.
I no this sounds weird but someone moved my steering wheel and all my lights went weird. Try moving your steering wheel and see if it helps! The wheel put a crimp in the wires.
Pop the horn button off. Under that is the larger nut that holds the wheel in place. Afte that is removed, use a steering wheel puller to remove the wheel.
