steering wheel and between the inside hood release and the parking /
emergency brake release . It is BEHIND a small plastic panel that removes

No , OBD II came out in 1996 There should be an EEC TEST connection in your engine compartment , near the battery for your OBD I / EEC IV system

On the drivers side under the dash below the steering wheel.
The OBD2 connector is located underneath the ash tray.
The OBD ll syetem was not approved until 1996, so doubt if any '93 car had a connector for it.
