They have to be able to be removed so you can replace them. If you are asking why a spark plug wire would arbitrarily pop off the answer is simple you have case of tinkeritis and you should leave it alone.

sparkplug wires could be shorting out or you may even have a cracked sparkplug. I had this same problem. it turned out the one of the wires was arcing out on the exaust manifold.

the reason why they pop off is because there is a plastic clip that locks the plugs in to the socket that has been broken off. its normally on the right side of the of the plug.
The 2002 Honda Civic EX engine uses coil-on-plug. There are no sparkplug wires.
You've got water in your sparkplug tubes or a bad connection on your sparkplug wires at the plug or coilpack. Be careful when removing plug wires. They like to let go and disinigrate when pulling on boot.
Replace one at a time.
The plug tube o ring seals inside the valve cover have gone bad.
