The reason for the problems with the horn on the Corvette could be attributed to a faulty fuse or horn relay. This can be located in the fuse and relay box that is located under a panel on the passenger side floor board.
I quess is that the spring plunger that is behind your horn button is defective. Remove the steering wheel to replace it.

The 1995 Chevrolet Corvette on relay switch can be found in the fuse box. The horn relay switch will be in the third column, second from the top.
Check the actual horn. Clean the contact points and apply dielectric grease to the contact points. Test the horn for resistance. Check the horn relay.
