As long as the parked vehicle is parked properly and not illegally parked in any manner, then the vehicle that rear-ended the parked car is at fault. Now if the parked car is sitting illegally (such as double parked or parked in a no parking zone, etc.) then the parked car is at fault or even both the parked car AND the car that hits it are BOTH at fault.

Cars parked on the side of a highway at night should display their hazard lights to alert other drivers of their presence. Additionally, using reflective triangles or flares can enhance visibility and safety. It's also advisable for occupants to remain inside the vehicle if possible, especially in high-traffic areas. Lastly, ensuring that the vehicle is parked as far from the travel lanes as possible reduces the risk of accidents.
