Is it hard to keep running sometimes when you try to restart it ????
It sounds like the idle air control valve. That's what the problem with my '97 was.

Make sure fuse is installed in fuse box.. Sometimes a fuse has never been installed for this option or perhaps someone else has removed the fuse.. If a vehicle is equipped with DLRs then they have to be activated. It's probably a fuse. They are supposed to come on automatically anytime the engine is running.

I have a 1998 Dakota so, looking at the engine from the front, the draincock is located on the lower right corner of the radiator. It is a black plastic knob that turns counter clockwise, 1/4 turn to open. It is not like the old style "wing-nut". That would have been too easy!
