Not too familiar w/your vehicle but will try to help you. I'm assuming the wipers stopped and you've done all that work because of it. Check for loose/bad wiper relay if it has one. Using a test light or meter, turn your ignition key on and check to see if you're getting power to the wiper moter when you turn the switch on. If power is there, check for bad motor ground or maybe the motor itself. No power, you're going to have to trace it back and find out why. Suggest you start at the switch. Wish I could help more.
The ignition switch wiring harness runs through the steering column.When you remove the lower cover, you'll see at least 2 large bundles of wires - 1 of which is feeding the multi-function switch (turn signal, wipers, etc.).
I'll answer my own question FYI. I replaced the wiper motor and the problem is fixed.

The headlight switch on a 2002 Ford Windstar is located on the dashboard to the left of the steering wheel. It is typically integrated into the multifunction switch, which also controls the turn signals and windshield wipers. You can find it as a knob or a lever that you can turn or pull to activate the headlights.

The motor needs to be replaced. There is a "switch" in the motor that "parks" the wipers. This happens when current is removed from the motor. Your "switch" in the motor is not allowing this to happen. Replace the motor.
Multi functions switch is junk
Wiper motors have an internal switch that keeps the wipers running after you turn them off. The switch stays active until the wipers get to the "PARK" position and if the drivers wiper switch is off, then the wiper motor is turned off internally. I suspect the internal switch has failed. Unfortunately the switch cannot be easily replaced. Fortunately, wiper motors are not terribly expensive.
My wipers would only work on high. we replaced the signal lever which works the wipers too. i did get my mechanic to do it because it was'nt as easy as the parts store said it was. try replaceing the wiper pulse relay board under driver side dashboard
