are your high beams flashing? this means your Jeep has anti theft. if you don't have the remote you can shut it off by inserting your key into the drivers door and first locking and then unlocking the door.
do any other electronics work? lights? radio?
check the fuse you replaced. is it the proper rating? did any other fuses go out?
