I had a the same problem on my 2000 Dodge 1500 Pickup. ABS light & Brake light was on all the time and ABS pump/motor would not shut off even when key was turned off and out of the ignition. I found out the problem was the ABS control module so I bought & replaced it myself. The ABS light & brake light turned off. But then the ABS light was flashing on/off. I looked high & low for the solution for the ABS light flashing on/off and I found it in the service manual, (WHEN THE ABS MODULE IS REPLACED YOU NEED TO RESET THE COMPUTER) The only way to do this is go to the dealer and have them reset the computer. My dealer cost me $48.00 to reset the computer in 5 minutes time.... I have a code reader but I do not have one that programs like the dealer has and when I looked online at the price to buy the programing code reader, it cost $5,500.00 I guess the $ 48.00 is not bad after all... I have a 2006 Escape and had the same problem. Turned out to be a cracked ABS Tone Ring.

Every time you start and drive the vehicle the abs self tests itself. If there was a problem with the abs, the abs light would stay on until it is fixed. Also when the abs light stays on the abs system will not function.
