Yes. The Congress fixes the total number of representatives in the House by statute. It can amend that statute anytime to increase that number. At present it is set at 435 Congress then apportions so many of that 435 to the various states based on their populations. The number of representatives has changed in the past, especially when new states were admitted to the Union and they had to have the appropriate number of representatives.
